I know that in California, you have to charge sales tax on products, but not on services. You’re best bet on that is going to be reaching out to your local Small Business Development Center.

When I send an initial link for a credit card payment, I do wait to start work until that payment has been processed. If a client is paying using a credit card for on going payments then I usually just continue my work as normal. Be mindful however of your due date, this goes for any type of payment.
